Absences of less than 6 consecutive months and no more than 10 months over the whole period are permitted when calculating the 5 years.
A permanent residence permit is also issued upon application to a foreigner who has fulfilled the condition of 5 years of continuous residence in the territory of the member states of the European Union as a holder of a blue card, if as a holder of a blue card he has continuously resided in the territory for a period of at least 2 years; the stay for the purpose of scientific research, study or the period during which the applicant was a holder of international protection in another Member State is also included in the period of 5 years of continuous residence in the territory of the Member States. If the holder of a blue card issued by another member state has stayed in its territory for less than 12 months, this stay is not included in the period of continuous stay. Periods of absence of the blue card holder in the territory of the member states of the European Union are also included in the required period of continuous residence, if the individual periods of absence did not exceed 12 consecutive months and if the total did not exceed 18 months. This provision shall similarly apply to a family member of a blue card holder who has been issued a long-term residence permit for the purpose of family coexistence in the territory.
Application for a permanent residence permit may also be submitted by a foreigner who resides outside the territory at the time of fulfillment of the conditions according to the previous paragraphs. If the validity of the permit for long-term residence in the territory expires during the foreigner's absence from the territory, the application must be submitted no later than 6 months after the expiration of the validity of this permit.
Proof of stable and regular economic resources to support themselves and their family and have sickness insurance.
Decision on applications is within 6 months of receiving them.

It is also possible to apply for Czech citizenship after at least five years of residence, or after having permanent residence permit for a period which, together with the immediately preceding authorized residence in the territory of the Czech Republic, amounts to at least 10 year.
